Sergent Paul Lower-Thanwasexpected was shocked by the incident.
"He's giving probationary drivers everywhere a bad name.' he said.
"When you see kids doing the speed limit and having full respect of the law, you know there's just no hope left for humanity.
"My colleague's were horrified when they were informed, some had to take time off. Our jobs will be in jeopardy if if this is allowed to continue.
Jeane Watson, a 43 year old mother of two, witnessed the event.
"I was gobsmacked' she said. "He even slowed down when one of my kids crossed the road. This is Absolutely outrageous."
The teenager defended his actions, stating he wasn't drinking at the time, however he would try to do so before driving again.
The 18 year old was fined $200.

Since his last offence he has re-offended in exactly the same way.
He currently attending rehabilitation classes, he hopes they will make him normal.
Renowned criminal maniac and repeat offender Robert Badapersona who runs the rehabilitation classes, expects the young fella to become normal quite quickly. He is starting to show aggressive tendencies already.
